Poster of the interactive AI data hall exhibit: a cutaway of a data hall showing power and cooling paths

This tracker shows who is building where. To see what they are building, take apart our interactive AI data hall: the power path from the generators to every rack, the coolant path out to the cooling towers, and where AI fits in the control systems. The walk-through is in Anatomy of an AI data hall.

The Governor's audit asks for the fields this page already tracks

On August 3, 2026 the Governor directed the PUC and ERCOT to require each data center to disclose its incentives, projected electricity use and on-site generation, projected water use and sources, cooling technology and community impact measures. ERCOT's pause on energizing data centers of 75 MW or more and the December 10, 2026 report date are from ERCOT Board Item 14, September 14-15, 2026.

How this is built

Public records only. For each project we chain the named operator to the granting government, then the appraisal district or reinvestment zone, then the Chapter 380, 381 or 312 incentive, then read the status. Megawatts never appear in the incentive record, so each MW figure comes from an external source with a confidence band.

Texas SB 6 restricts what utilities may disclose about named large-load customers, so where a figure is not public we show “not published” rather than an estimate.

The three dollar figures

  • TDLR estimate: the registrant's estimate of construction cost for accessibility review, buildings only. It is often shell only or fit-out only, and it excludes power plants, substations and GPUs. A campus appears as many registrations; we sum them, and shell and fit-out registrations can overlap.
  • Announced: from a company release, SEC filing or trade report, with its scope named. Statewide pledges (for example Google's $40B for Texas through 2027) are never assigned to a site.
  • Incentive-committed: the investment a company committed to in a local agreement, where the text states it.

Source ranking and confidence

  • Source order: primary filing, then county record, then company release, then trade press. Trackers are used only to discover names, never cited.
  • Confidence: High = a primary document was read. Medium = one primary source read secondhand, or two secondary. Low = a single trade report or unverified.
  • Evidence is the count of six observable signals present: a state filing, a local incentive record, an air permit, a named contractor, a supply contract, a confirmed groundbreaking. It replaces the old BUILD/CAUTION verdict, which separated 1 project of 16.
  • A role marked “Not publicly named (checked Oct 9, 2026)” means we looked and found none. “Not yet checked” means the project has not been through that pass.

Monthly refresh

Each month we re-search TDLR by owner entity, check county and city agendas and the Comptroller incentive records, re-pull company filings and release pages, re-run the trap checks (shell against fit-out double counting, statewide pledges, cancelled projects), then log every change below with its date. A refresh also runs once after ERCOT's December 10 report.

Questions about Texas data centers

How many data centers are being built in Texas?

We track 42 projects, 25 of them building or running as of Oct 9, 2026. That is a tracked list, not a census. The Governor's August 3, 2026 letter puts the ERCOT connection queue at approximately 474 gigawatts of requested large load, about 90 percent of it data centers, which is far more than will be built.

Who is building data centers in Texas?

Operators with the most projects on this list: Crusoe (6 projects), Amazon Data Services (3 projects), Compass Datacenters (2 projects) and IREN (2 projects). Tenants and customers include Oracle and OpenAI, Microsoft, Google, Meta and Amazon. Each record names the operator, tenant and legal entity.

Where are the biggest data center projects in Texas?

By disclosed scale: Stargate Frontier (Shackelford County, $25B campus), Stargate Abilene (Taylor County, $15B JV financing) and CloudBurst San Marcos GigaCenter (Hays County, $14.5B campus). The scopes differ, so the figures are not comparable one for one. By count of projects, the leading regions are West Texas 10, Permian Basin 10 and North Texas 8.

How much are companies spending on Texas data centers?

Three different figures are published and they are not additive: announced investment (13 projects, largest Stargate Frontier at $25B for the campus), state-filed construction cost (19 projects, $35.9B registered, buildings only), and local incentive commitments (8 projects with a figure). Scope varies from full campus to power plant only.

Do data centers have their own power plants?

Some do. 14 of 21 projects with a sourced power source plan on-site gas generation, alone or with the grid. Example: Chevron and Microsoft plan about 2.67 GW of generation for a Reeves County campus, first power in 2028. Others buy power from the ERCOT grid.

What is the ERCOT pause on new data centers?

On August 3, 2026 the Governor directed regulators to audit data centers advancing through the grid queue. ERCOT paused approvals to energize data centers of 75 MW or more until it files its verification report, due December 10, 2026. Developers of off-grid campuses say the pause does not reach them.

How much power do Texas data centers use?

Planned loads run from tens of megawatts to over a gigawatt per campus. We show IT load, generation and design capacity separately and never add them; a figure is blank when no source states it.

Which Texas counties have the most data center projects?

Reeves County (4), Dallas County (3), Pecos County (3) and Taylor County (3). Counties with the most announced power are not always the ones with the most projects.

How often is this updated, and where does the data come from?

Monthly, plus once after ERCOT's December 10 report. Sources are state filings (TDLR), county and city agreements, the Texas Comptroller incentive database, SEC filings, company releases, and trade press, ranked in that order. See How this is built.

How do I sell to Texas data center projects?

Start with who buys what you sell: gas supply, on-site generation, electrical and EPC work, water, land, site prep. The seller view lists named deals per segment and the contractors, suppliers and developers on each project. See What you sell, and who is already buying it.

Selling into data centers? We map the buyers and help you win the work.

On every project above, someone decides what gets bought: a developer, a general contractor, a power EPC or a plant owner. ModalPoint helps you win that business with buyer mapping, positioning and a go-to-market plan.
